2.0 SummaryOf Healthcare Assignment
The Healthcare sector is considered as the pillar of the country’s growth and future establishments. In this healthcare assignment, four season healthcare has been chosen as an organization to state the impact of Brexit along with the impacts of the covid-19 pandemic and shortages of healthcare staff. All these issues and challenges have short-term and long-term impacts on the sector and due to this reason the organization and the sector need to take some responsibilities and strategic solutions and implement these into real-term action.

Introduction
As per the view of Yip et al., (2019, p. 1200), health care of the society helps to prevent social distress with high-quality health supports and it also ensures quality of life. By improving the quality of healthcare it provides health support to develop human life. As such health care services also communicate effectively to develop health supplements. In the UK, Four Seasons Health Care is the largest independent health care provider which is caring for more than 9000 people all over the United Kingdom (Fshc.co.uk. 2021). Specialist dementia, intermediate, residential, nursing are the different types of healthcare that have been offered by four season’s health organizations. In the hospital and health care industries, Four seasons organization has been working with more than 10000 employees along with the headquarters in Cheshire and it is privately held and has an established reputation. However, the present assessment would evaluate the strategic issues and challenges that are faced by the organization and also provide solutions along with recommendations.

4.0 Main Body
4.1. Strategic Issues

In this paper the strategic issue obtained by the chosen organization, the Four-season health care sector is Brexit and its regarding the impact on the total health care sector of the country, United Kingdom. As per the report Griffiths, and Norman, (2018, p. A1), the united kingdom has been decided to leave the membership with the European Union in the year 2016 which is triggered the complexity in overall healthcare of the country, Four-season health care also included under the measurement when the sector faces issues due to the wide range and negotiations held between the country United kingdom with the European Union and other members. The first phase of negation has been mentioned at the end of the year 2019 when the country and the European Union both come to an end and agreed to withdraw their membership agreement. This withdrawal membership agreement has been formally done in the first month of 2020 (Hervey et al., 2021, p. 178). The new agreements have emerged on the country’s political, social, and environmental occupancies were to welcome some certainties effectively there are various changes happened to take place with the implications on health care organizations along with the public and manufacturing regulations and the act of producing medical device as well as medicines. The issues regarding Brexit on the particular Four-season health care can be identified by looking into the major changes and corresponding issues faced by the overall health and care organizations of the country which take place after the country United kingdom leaves their membership with the European Union. Impact of Brexit on manufacturing infrastructure: There are various issues that have been observed under Brexit, among which the short term supply of medicines and other medical equipment to the United Kingdom after the period of transition due to Brexit is a major concern. It has been obtained that after Brexit the manufacturing progress of medicines and medical devices has been slowed down which increases the level of uncertainty both for the organization and the health care sector. The government of the United Kingdom was forced to implement some of the major regulations and interventional acts which disrupt the manufacturing process and other mitigating measurements to an extent with a little pace of transparency. Brexit prevents supply chain management to a higher extent. When the organization finds it difficult to get manufactured pharmaceutical products from other countries it becomes tough due to the country’s leaving the membership with the European Union. Brexit majorly attacks the manufacturing of pharmaceutical types of equipment and weakens the infrastructure and sustainability of the organizational current position. Impact of Brexit on accumulating funds and investment: Four-season health care also faces the issue which they consider as the long term picture rather than a short term. After understanding the problems faced by the doctors, patients, or other health care staff of the organization it has been observed that as the UK face a lack of competitiveness in terms of investment in the organization and overall healthcare sector of the country the result can stay on a permanent basis. The membership of the United Kingdom and European Union is a considerable source of funds that help the organization to take more opportunities to exaggerate their services with inclusive and exclusive medicines, improved medical equipment, and other infrastructural development (Tsangari and Mantara, 2021, p. 75). However, the end of their membership implies a loss of getting the sources of funds and investment for the organizational and sector development which refers to a permanent increase of cost of manufacturing and other supply regarding options results in never-ending difficulties. It has also been observed that with no accurate and effective plan of the country government after the end of the membership, the organization face difficulties in regulating their service with the required quantity of medicines and medical devices and that leads to the adverse impact on their quality service and reputation which they maintained over a period of time with sufficient amount of funds and qualitative health care services.

Impact of Brexit as an increasing issue in migration and labour movement: As per the report King, (2021, p. 25), the free movement of labor comes to an end which makes the social and health care Providence more difficult for the health care sector of the country after the UK leaves the membership with the European Union. The organization, four-season health care, faces their lower accessibility of human resources management as the free movement of healthcare professionals has no longer taken place. As per the data analysis of the country Fahy et al., (2021, p. 292), due to Brexit, migration has slowed down drastically where it has dropped by 70%.

Slower economic growth and industrial uncertainty: after Brexit, various changes take place where the economic growth has been slowed down which has an adverse impact on the organization and their corresponding health care to the countrymen. Slow economic growth and the low rate of spending capacity made by the country government for the organization and the overall healthcare sector is the major concern after Brexit and this worsens the wide determination of healthcare. Increasing unemployment and low accessibility of health care services reduce the rate of life expectancy and also increase mortality to some extent. Considering the health care tracking indexes like poverty, life expectancy, and mortality, the industrial deterioration and long term uncertainty over the organization has been observed where various challenges have been faced by the organization under the disentangling effect of Brexit and result if recession in the overall industry. The medicines, medical devices, and equipment along with the health care professionals belong to other countries of the world where after the transition period the accessibility of their health care Providence and other health care services have been disrupted. As per the recent analysis Dayan et al., (2020) due to Brexit the short-term allowances and long-term decisions have been taken to a widespread accidental failure of the organization and the entire sector with compliance with the law of the United Kingdom.

4.2. Challenges
In this paper, two major challenges have been chosen under the health care service and accessibility by Four-season health care. The challenges are uncertain outbreaks of the covid-19 pandemic and shortages of staff in the organization.

Challenges face by Four season health care due to covid-19 pandemic:
As per the viewpoint of Goh et al., (2020, p. 10), the welfare happiness, and safety of the residents of the country is solely depending on their physical and mentha healths where they depend on health care services from an effective health care organization. During the Covid 19 pandemic, the physical along with the mental health has an adverse effect on the individuals. In response to the Pandemic, stringent measures can be made which help to understand the impacts the organization faced. Coronavirus Pandemic is a major shock for Four season health care organization and their major care systems which has resulted in a substantial increase in mortality and morbidity. One of the key issues during the Pandemic that affected permanently to the organization and their service is the increasing number of infected people including the staff which emerged heavy pressure on the organization and also creates a gap in between the health and care needs of patients with the actual obligation of service provided by the organization during Pandemic.
The use of emergency health and care services has been changed in some predictable ways where it has been identified that the number of infected people in the country has been rapidly increasing during the first of 2020 which also comes to half during the end of the year due to organizational success in providing vaccination which corresponds to improve the immunity level of people. Though the reduction of infections is larger mostly in London and other nearby regions, there is a consistency that exists between the people with the existing less severe conditions of health which directs to the organizational services for overcoming the situation of long term disruption. The lockdown is having an impact in addition to the covid-19 and where the public health England surveillance makes suggestions about the prevalence of certain infections and the chance of getting the disease to become lower. This however makes the organizational condition better to some extent. Before the covid-19 pandemic around 85% of the burden of disease in the United Kingdom has been found in long-term conditions rather than the infectious disease (Douglas et al., 2020). The government of the country has put some measurements on the organization for increasing their capacity in protecting themselves and their patients where the support of vulnerable people under this condition is also taken into account. However, the concern is increasing during the Covid-19 pandemic where the organization finds it difficult to maintain their service in long term conditions. As per the report Johnson, et al., (2021, p. 30), the patients who have pre-existing health diseases need to have more care and medications under the organizational observation where 47% of the patients are reported about their bad experience in getting health care accessibility during the pandemic as they are unable to get expected level of medicines and care from the staffs of the organization.

Challenges faced by Four season health care due to shortages of healthcare staff:
Health care facilities indulging with the organization are facing challenges due to the gaps in health care positions. It has been observed that the nursing and other health care facilities’ positions are not filled to a desired level under the sector which has an undeniable impact on the health care sector and also on the organization. The shortage in health care positions is predictable to the worst-case scenario where nearly 1 million healthcare professionals are getting their retirement and leaving the profession. However, the recruitment and joining into the same position is lower than the rate of leaving the organization and the professional positions. This creates unsatisfied health care service to the patients and also creates huge pressure and frustration on the existing staff.

The patient mortality rate has been increased due to the extreme shortage of health care staff as compared to the available positions. There are various concerning effects that have been found as the reason for nursing shortages as well as the lack of healthcare professionals. The first effect that has been found is an increasing rate of mortality in the country where various studies have made that there is a link that exists between the short-staffed facilities and the higher death rates. As per the study of Drennan and Ross, (2019, p. 26), due to the shortages of staff in the healthcare sector and organizations the patient's issues and required medications are overlooked and there is a chance of negligence towards the patients by the professionals due to the huge rush and which leads to a higher rate of mortality.

Patient care is suffering due to a shortage of staff in the sector and the organization and due to that, nurse burnout amongst the remaining professionals’ takes place where more and more professionals are leaving their positions. Due to the low number of available nurses and other staff in the organization the care is not up to the mark when during the covid-19 pandemic the organization also not considerably succeeds in providing required services to the staff which also increases the long term crisis for the organization and the entire sector.

4.3. Solutions
The health care system focuses on patient-centred health facilities that can face new challenges as such the health service organizations can deliver better patient experiences by engaging individuals. Innovative tools are needed to upgrade the health service facilities by balancing the health population demands of the overall population. As opined by Bos–van den Hoek et al., (2019, p. 40), healthcare professionals should be efficient and skilled to deliver the services across the communities to develop the quality of care. In the government investment healthcare landscape drives the fundamental shift as per growing pressures of health and social care, However, the Four Season Health Care organization has followed solutions to reduce the issues focusing on integrated health and social care services.

Develop system efficiency
Across an entire LHCR, Four Season Health Care has to develop system efficiency within the hospital. Therefore, the health organization always tries to connect disparate systems as such it can deliver better outcomes for the patients that can achieve efficiencies for the health services. As opined by Liao et al., (2019, p. 120), integration of health care evolves interoperability and can improve the efficiency of the systems. Therefore, the strategic issues Brexit impacts on infrastructure as such the development of the services decrease. Moreover, analyzing the situation Four Season Health care hospital has developed the infrastructure by investing more financial resources,s as a result, it can improve the efficiency of the services. As per the view of Wasserman et al., (2019, p. S65), solutions should be effective and relevant to achieve the organizational objectives for the health services. On the other hand, if the system has been developed it can reduce the wasted time in providing health services. At present, many health organizations do not deliver health services and there are also have medication errors that affect human lives. Addressing such issues the organization has utilized many techniques to maintain the flow of medical services for the social community.

Support preventive care
Identifying the risk of populations the organization has to develop preventive care and arrange many wellness programs to inspire individuals to manage their health. Due to Brexit, the organization has faced challenges in accumulating the funds and investment and it was difficult to provide preventive care. As opined by Aburayyaet al., (2020, p. 1270), to monitor the patient's health progress, health care service providers generally interact with different healthcare services. By providing preventive care the organization can reduce unnecessary acute admissions in the different healthcare services. In terms of chronic diseases, the organization allows to establish care pathways and provide complex conditions as well as wellness campaigns among the team members. Within the system, dynamic care plans aim to monitor individuals’ progress that can easily track the patients while improving the services to access the health care services in the UK. The migration and mass movement also affect the organization as such they have faced difficulties in retaining the service providers for the development of the organization. Regarding such issues the Four Season Health Care organization has recruited volunteers who can extend their helping hands to develop the society and arrange many wellness programs to make the patients mentally happy and healthy.

Deliver an integrated digital care record
At the point of care integrated digital care can record the data that enables health and care professionals all over the organization. A group of organizations delivers integrated digital care records that save effective time to access the appropriate patient information. As per the view of Mammenet al., (2021, p. 220), in the medical industry information is required as soon as possible to develop extensive integration experiences. Therefore, the roles-based audit logs ensure the clinicians that provide the care at the right time based on demands. Due to the low investment, the organization could not develop integrated systems that can deliver digital care records which help to save effective time. Applying the advanced technology medical sciences have developed drastically as such the services can ensure the clinical that provide the caregivers to the right people at the right time. It has been evidenced that clinical information in terms of patient-centric health care providers enables efficient medical care activities. However, managing their own health innovative health services engage individuals in balancing the demands of the population. Four Season health care organizations deliver better care services managing their health.

Harness AI and machine learning
According to the communities, health care professionals improve patient safety and efficient clinical information to minimize duplication. Therefore, AI implementations develop health services that would be faster and accurate as well as efficient in sharing clinical information. By applying the tools a fully integrated system has developed patient safety that enables precision in developing the results. From treating conditions healthcare is evolving to treat the individual patients. Machine learning, as well as artificial intelligence, provides a digital platform that can explore meaningful ways to assist the clinical and deliver more accurate results based on effective decision-making at the time of care. Data science consultancy along with the tools it predicts the healthcare outcomes in the UK. As per the view of Nallaperuma et al., (2019, p. 4680), applying AI can implement long-term conditions to minimize preventable hospital admissions. In addition, hospital capacity helps to manage the episodes of urgent care in the medical sciences. However, data science consultancy, machine learning tools, and the research program help to assist medical professionals in the clinical fields.

Establish an interoperable ecosystem
As opined by Stores et al., (2019, p. 229), it has been evident that the United Kingdom has performed diversity in health care services. The Four Season Health care service organization has decided to adopt an interoperable ecosystem to maintain sustainability and also protect the environment. Due to Brexit, the medical sciences have been struggling with uncertainty. Moreover, chemicals in medicines, wastage of medical fields can pollute the environment and can harm human beings. Analyzing the issues Four Season has decided to build an interoperable ecosystem to minimize environmental pollution. Standard organizations have agreed to work together to accelerate the improvement of open standards to ensure the systems in the social care sector. However, the development of open standards interoperability adopts emerging strategies to maximize the activities in the collaboration of individuals.

4.4. Implementation
In the 21st century, medical sciences are developing dramatically. As such the healthcare organizations have served their facilities addressing the patient’s health-related problems. As per the view of Forsberg and Rantala(2020, p. 2660), quality medical services along with high-tech medical equipment not only concern people but also concern the environment. During Brexit the financial conditions of the European countries have decreased as such there is uncertainty in the medical field. The prices of chemicals, medical supplements, and other essentials are increasing due to the uncertainty of the situation. Therefore, the Four-season health care organization has established a partnership with several dealers to maintain the flow of health-related supplements. By arranging the medical supplements the organization is able to provide quality-based services to human beings. On the other hand, the organization has determined to implement advanced technology in making reports as well as delivering reports to the patients. In addition, the Four Season health care organization has implemented online prescriptions concerning the pandemic issues. The volunteers of the organization have extended their helping hands to support the victims and arranged health supplements as well as mental health to the patients. As stated by Al-Turjman et al., (2020, p. 650), tracking the quality of medical services through the electronic system enables people to make online appointments in the different countries of European Unions. The doctors, nurses, staff of the organizations all are skilled although the migration mass movement of workforces generates issues within the organization. Addressing the problem Four seasons has initiated to arrange wellness programs that keep the people more healthy and happy and also help to retain in the organization. Therefore, performance bonuses, occasional holidays also motivate the staff and they feel encouraged to help the people. However, the organization has implemented digital technology to get the correct diagnosis and treatment that is able to provide medical information to the patients as well as doctors. In the UK, medical sciences provide electronic prescriptions, an electronic registry of insulin, online doctor appointments, and e-health services software that assists the e-health system to operate the people. Therefore, the company has added electronic referrals focusing on the electronic medical cards that have been planned to make narrow profile specialists for the organisation. Therefore, it also recruits experts and professionals to serve the people the best quality services on the international level. Moreover, it has developed e-health experiences and increased the efficiency of the health systems. Implementing electronic prescriptions can avoid social contacts regarding pandemic issues. As per the view of Tebeje, and Klein (2021, p. 155), the e-health services in the UK improve the quality as well as efficiency of the health care services that develop the user experiences. Health improvements, reducing disparities, care coordination’s have been included in the organization that ensure adequate security and privacy to develop the organization. The development of e-health services has established a favourable atmosphere for HealthIT workforces. Across the UK, clinical data and the development of unified information of health networks play an important role in the development of health services. The innovative approaches improve the process and provide offline services that can achieve the organizational goals. Apart from this, health care services have to invest more financial resources that build memorable partnerships and set the guidelines for understanding the e-health services of development importance. Healthcare industry knowledge can strengthen the innovations and the quality of medical care and generate an efficient healthcare system. Therefore, e-health development provides the framework of complex processes in implementing the healthcare IT systems and several certification programs. The main types of clinical data have been implemented by skilled professionals aiming the e-health services for the patients. However, by implementing digital technology in health care facilities the organization can develop significant success supporting the e-health services.

5.0 Conclusions
Therefore, health care services are the most important for the society that should be strategic to develop the health services. The health service providers generally make the treatment guidelines lowering the costs and improving the insurance coverages. However, it demonstrates the professionalism of the care and facilities of Four Seasons Health Care that constructs the care facilities in the UK. It also defines the issues and challenges and analyzes the recommendations on how to mitigate the issues and develop the services in the healthcare industries.

6.0 Recommendations
After the analysis of the issues and challenges due to Brexit, the covid-19 pandemic, and the shortages of nursing staff some recommendations can be made for revamping the healthcare facilities under the organization. These considerable recommendations are also applicable for the overall healthcare sector of the country during the situation of the pandemic, Brexit, and shortages of healthcare staff. Encouragement of innovation in manufacturing of medicines and medical equipments within the range can ensure that an organization would not face any disruptions during the Brexit and pandemic. The organization needs to take the accurate amount of funds and other resources for which they can improvise their medical research for the more improved level of healthcare facilities with which the organization no further face any major challenges during the uncertain disease and pandemic. Internal collaboration is another recommended factor for the organization which needs to be taken into account by the board of healthcare and the country’s government.
