Task: The current discussion represents the identification of the skills and its level that a PM should have for managing the Complexity Aspects @ GERD dam. Upon your evaluation of the complexity types and levels in DF3, you are invited to take part and propose a framework for managing these complexities through addressing the skills required to manage these complexities based on Chapter 7 slides and the Dreyfus model. You may address the following points:

1) What are the main skills and competencies required for managing the GERD dam complexity (use your own analysis based) Provide a Table explaining which skill is needed to manage which complexity type. You may have more than one skill for more than one complexity type.
2) Based on Dreyfus model explain the level of each skill required and why do you think this level is the suitable from your own point view. Use a graph to support your answer (Chart diagram shows the group of skill within the same levels. Use the above-mentioned skill levels as a guide)

Introduction
A project is fundamentally unique temporary activity that requires fulfilling certain goals in expected quality and in given time frames. The results of the similar projects vary according to the end results obtained through end products and services according to the standard practices applied in the project and most importantly the complexity of the project also play a significant role and it is required to implement the effective processes of the project management. The project managers with the help of systematic study of the complex project management techniques get the opportunity to identify the reasons of failure and focus on methods to eliminate these problems. These processes help to improvise their project management approaches and help them to achieve their goals in the well-structured manner. By working on these areas project managers learn to work in more effectively manner.(Ostrom&Elinor, 2005). In this report the discussion on the complex characteristics of the GERD project and identification of the individual complexity factors of the project will be performed.

1. Main Skills and competencies required for managing the GERD dam complexity.
Working on a complex project requires an effective strategy to optimize the available resources required for the project and it also require bringing the fundamental change in the planning, development, production, designing and construction of the project. For managing the GERD Dam project, the main skills that are required to develop for the managers are developing the skills of role management with clear role definition, management of risks, issues related with the project methodologies, interface management, optimal management of resources and peoples (Enrique, 2019).

For solving this problem, it is required to develop the strong analysis skills so that the main requirements of the project can be developed. It is suggested to follow the principle of studying the interfaces existing between the elements. This will help in putting the associated elements together and will help in resolving the complexity.

 

Influence of the Authority

To solve this issue, it is required to develop strong skills of inter personal relationship management and communication skills so that the views can be conveyed in the effective manner in front of authorities and can clear their doubts in the reasonable manner.

Unknown features of the project

To resolve this issue, it is required to develop strong skills of project management methodologies so that proper working of the project can be provided with the key features of each methodology types

Dynamic changing governance of the project

To resolve this issue, it is required to have effective skills of coordination, control and monitoring of the project.

 

Technological complexity-

It is required to develop advance technological skills so that they can be applied in the project

 

 

2) Dreyfus Model features

The Dreyfus model is a well-defined approach that defines how the learners acquire knowledge and skills through the formal instruction and practicing by using the concepts of the fields in education and operation research (Ostrom, 2005). By following the principles of the Dreyfus model, the skill for working on the complex projects can be developed in the remarkable manner.

Novice Learner Stage –In this stage the learner will be considered in the non-situational state in respect to the recollection strategy, decomposition state in respect to the recognition of the requirements, analytical state in respect to the decision capability and in the state of monitoring in the awareness skill. Concisely in this level the user will be able to recognize the features.

Competence Learner Stage - In this stage the learner will be considered in the situational state in respect to the recollection strategy, holistic state in respect to the recognition of the requirements, analytical state in respect to the decision capability and in the state of monitoring in the awareness skill. Concisely in this level the user will be able to recognize the features, have real time experience and could understand the contexts (Ramalingam, Ben, Jones, Reba, and Young, 2008).

Proficiency Learner Stage- In this stage the learner will be considered in the situational state in respect to the recollection strategy, holistic state in respect to the recognition of the requirements, intuitive state in respect to the decision capability and in the state of monitoring in the awareness skill. Concisely in this level the user will be able to recognize the features, has varied level of experience and take use of experience of similar projects (Zaerpoor,2015).

Expertise Learner Stage - In this stage the learner will be considered in the situational state in respect to the recollection strategy, holistic state in respect to the recognition of the requirements, intuitive state in respect to the decision capability and in the state of monitoring in the awareness skill. Concisely in this level the user will have vast experience and is capable to handle complex and varied type of projects.

Mastery Learner stage -In this stage the learner will be considered in the situational state in respect to the recollection strategy, holistic state in respect to the recognition of the requirements, intuitive state in respect to the decision capability and in the state of absorbed in the awareness skill. Concisely in this level the user will be able to handle even the highly complex projects with the help of situations accessed and reactions produced.

Conclusion
GERD project is a complex project not only due to its geographical conditions but also due to governance issues and resources availability. With developing the required skills and expertise the project can be completed successfully as there are several similar complex projects has been completed in a well-structured way. Along with performing the analysis and research study developing the skill is highly required as without highly skilled staff members in the team the required objectives of this complex project cannot be achieved.
