3. Research Methodology
1.1. Data sources
The creation and implementation of the ' strategic economic plan' for Leicestershire’s ‘city council’ needs an extensive research process to understand other implementation factors. The 'strategic economic plan' in the current research paper has indicated a city's essential maintenance factors, such as a 'strong economy’ for better livelihood, 'public safety,' improvement of the community activities, housing affordability, and healthcare benefits. The current research paper is conducting 'secondary data analysis' to compare various 'strategic plans' for better management from the ‘city council.' The ‘secondary data’ collection process will collect relevant data from the archive and utilize the existing data to make the research process convenient (Johnston, 2017).

The 'qualitative' research method will enhance the current research process to acquire every possible data and case study on the effective implementation of 'strategic economic plan' regarding a city's betterment. The 'secondary research' process will help in addressing the existing limitations and viability of the different works of literature to strengthen the information collection efficient for the current research process, as it is time and cost sufficient to conduct (Sherif, 2018). The analysis of the selected research papers will establish information on the wellbeing of different cities globally. The 'city council' of Leicestershire has been working on providing 'strategic economic plan' to improve the life quality of the citizen.

The planning is consisting of the daily experiences of the people in Leicestershire related to their health, work profile, housing, and economic sustainability. The effective analysis during the 'literature reviews' will deliver a structured approach to efficient 'data analysis' process and a full investigation of the journal contents (Richards & Hemphill, 2018). The current research process will conduct 'thematic analysis' on the collected data from the 'literature review' on the selected relevant articles. This process will differentiate the collected data through their themes to describe their research motives. It will help in analysing the research objective of the current research process on the betterment planning of Leicestershire's 'city council.'

1.2. Importance
The importance of the methodology will address the particular stages that will be uniformly carried on the research processes to evaluate the research objectives conveniently. The current research process is based on the 'qualitative research' mechanism to understand the value of different 'strategic plans' of various cities other than Leicestershire. During this process, it enhances the researchers to shape the selected research journals according to the current research process's requirement to determine the results (Palaganas, et al., 2017). The ‘qualitative analysis’ process is consisting of the following steps in the current research process,

a. ‘Case Study’ Research
The current research process will conduct a 'case study' process on different city's ' strategic economic plan' implemented by their 'city council.' It will establish an understanding of whether the Leicestershire's development process is better than other cities or not. The 'case study' will help in providing in-depth knowledge on the selected research articles (Harrison, et al., 2017). It is important to step to acquire relevant data during the process.

b. Archived Research
An integral part of the current research process is selecting the required research articles from the archived. It needs to be relevant to the current research discussions about the 'city council's' development planning. Other research papers will help in understanding the difference between Leicestershire's development process with other places. It is an essential step while acquiring relevant research articles for conducting the 'literature review.'

c. ‘Grounded Theory’
The ‘philosophical approach’ of different research papers can strengthen the research process and data collection design during the process (Aldiabat & Le Navenec, 2018). It is essential in understanding the 'data saturation' factor of acquiring the information from the selected research paper based on its quality. The steps, including the 'grounded theory' process in understanding the different planning for a city's development, are 'data collection,' 'data coding,' 'content sampling,' and 'theoretical data.'

d. Observation
The observation process during the 'literature review' is essential in understanding every aspect of the content. It will help in sampling the relevant research data to continue the analyzing process. The current research paper needs to acquire the 'strategic plans' and 'strategic outcomes' of different city's development factors, such as employment, accommodation, safety, health facility, and sustainable economy.

The current research process will conduct the ‘Thematic Analysis’ after acquiring essential data from the 'secondary data' collection process. This analyzation process comprises several steps,

  • Sampling and organizing the ‘qualitative data’ from reviewing the selected research paper
  • Acquire ‘codes’ from the sampling data and make a list of it
  • Generate similar codes to identify the ‘themes’ related to them
  • 'Review the themes' to acquire the important ones.
  • 'Name the themes' according to its discussion perspective.
  • ‘Discuss the themes’ to generate answers for the research objective.

1.3. Validity
The current research paper is collecting specifically the relevant data related to the city's development factors in the economic, social, cultural, and political scenario. The validity is depending on the analysis of the selected research papers and their viability (Santini, 2018). It is including the strong and weak points of the research articles while selecting the useful facts. The validity of the current research paper consists of some areas,

  • ‘Content Validity’ will enhance the researcher to analyse the research article contents according to its meaningfulness for the appropriate sampling process (Ghazali, et al., 2017).
  • ‘Construct Validity’ will measure the critical points of other city’s development factors by their councils to extend the research context (Slaney, 2017).
  • ‘Predictive Validity’ will differentiate the required documents according to their authority for a better understanding of other city's development factors.

Comparing the framework with the current research

Contrasting the framework with the current research

The research of the first article has taken a public sector like city council and discuss its applications of strategic planning on the University of Oregon (Gilbride, 2017). The perceptions of economic development have been discussed, and it goes similar to the vision of strategic planning in the city council.

The approach of using strategic planning in Oregon is different from the approach of the city council. Oregon has does not set its distinct vision of strategic planning, whereas the city council have five distinct vision of strategic planning (Gilbride, 2017). Thus, the result after the implementation will be different from each other.

After analysis of the data in both the articles, it has been found that both have particular strategic goals for their organizations (Planning, et al., 2017). Distinct strategic goals have been set, and useful methods have also been followed to execute them.

Both the research has dissimilarities in various aspects like approaching strategic planning (Planning, et al., 2017). City council have an existing strategic economic plan, whereas the gulf coast needs to define the strategic plan in the organization.

Both the Athens county and the city council needs to improve its strategic economic plan and set objectives according to that (Robinson & Green, 2017).

City council have made improvements in various sectors using the strategic economic plan whereas Athens county still needs re-tool of ACEDC for improving its budget on the private sector.

The economic approach of both journals are similar, and they convey a similar theme that is an improvement in the economic aspect.

In the city council, the approach of strategic planning is clear and distinct whereas in the other journal, the part of strategic planning that is the circular economy has been taken to improve the economic performance of different businesses (Council, 2016).

Both the journals have implemented strategic planning for doing the financial evaluation and upgrade the performance. The strategic economic plan has discussed in both the journals to find its feasibility on economic aspects.

Different country and different case study have been taken in both the research (Bonifaci, et al., 2016). The strategic economic plan in city council does not have a specified framework, whereas, in Palermo, the specified framework has been followed to evaluate the feasibility.

Both the journals have the same approach that is improving the economic performance and mitigating the risk. As a result, the data extracted from the journals suggest that the equity value can be increased in respect of the performance value of the businesses (Chockalingam, et al., 2018).

Both journals have been studied in different sectors. Then, their results are also different with respect to economic performance.

The last journals have similar comparing and contrasting factors with respect to the organizations. The results of the journals show that the strategic economic plan has several implementations in various sectors.

5.2. Summary
The themes extracted from the different journal shows that strategic economic plan can be implemented as effective for various sectors to define and mitigate the issues from the organizations. The experts have analyzed the results of the journals, and it suggests that the journals can be a great source for achieving the objectives. The objectives are clear and distinct, and they can be executed by using the various frameworks of the strategic economic plan.

6. Conclusion
6.1. Recommendations as per the Findings
The recommendations have been given according to the results from the findings. They are discussed below: -

  1. The organization can change its approach in defining the strategic economic plan. As it is seen that the approach of other journals is also effective for achieving the objectives.
  2. The research must be thoroughly analyzed, and the strategic plan of the research must be tested in other aspects for bringing out its effectiveness.
  3. As the research has been conducted in the secondary research method, thus it should be tested in respect of primary research. A short questionnaire can be formed, and vies from experts must be taken to analyze the decision-making process of the strategic economic plan.
  4. The research must also discuss the conditions if the plan fails to execute in the organization. The findings must be done in both the perspective so that the chances of failure can be prevented.
  5. The research must not blindly follow the findings as all the results may not be applicable to the research. The findings are just a source to evaluate the effectiveness of the strategic economic plan.
